Watareka Vijitha Thero, a critic of hardline Buddhist group Bodu Bala Sena, was found stripped naked near Colombo.

A Buddhist leader and fierce critic of hardliners blamed for attacks on Muslims, is in hospital after reportedly being abducted, stripped naked, and beaten.

Watareka Vijitha Thero, the leader of the Jathika Bala Sena who opposes the actions of Sinhala Buddhist hardliners Bodu Bala Sena (BBS), was abducted and assaulted in the outskirts of capital Colombo on Wednesday night.

Thero was found by a roadside in Panadura town. He was stripped naked, and his arms and legs were tied. His robe and wallet were found nearby. Shehan Kapuge, a local resident, said he had been told the the monk was thrown from a vehicle on Thursday morning.

The monk was taken to the National Hospital in Colombo. Dr Prasad Ariyawansha, the hospital's deputy director, told Al Jazeera: "The monk has suffered numerous cuts in his body and has experienced severe bruising."

Thero has been a strong critic of the BBS and has on several occasions been attacked by the group.

He was most recently verbally abused by the BBS general secretary, Galagoda Aththe Gnanasara, in front of media.

RELATED: Muslims killed in Sri Lanka mob attacks

Thero is a member of the ruling government’s United People's Freedom Alliance and is currently serving as a member of the Mahiyanagana Pradeshiya Sabha, or local council.

BBS has denied any involvement in the assault.

"This is just another step taken by opponents of the BBS to malign us. I can guarantee that our organisation has nothing to do with this attack," said Dilanthe Withanage, an executive committee member of the BBS.

The assault comes few days after hardline Buddhists hurled petrol bombs and looted homes and businesses in several Muslim towns in Sri Lanka, killing three Muslims and seriously wounding more than 80 people.

The attack was believed to have been carried by members of BBS, which has denied responsibility.

Ajith Rohana, a police spokesman, said on Thursday that the police were investigating but have not arrested any suspects.

IGP received letter from Azath Salley warning of violence

* Two drunken monks among 47 arrested

article_image

By Shamindra Ferdinando

The government's failure to adopt pre-emptive security measures at Alutgama and Beruwala should be thoroughly investigated, General Secretary of the Communist Party of Sri Lanka and Senior Minister Dew Gunasekera said yesterday.

Expressing shock and anger over the government's inaction, the senior minister stressed the need to establish the circumstances leading to Sunday's mayhem. Violence claimed the lives of two Muslims and caused injuries to over 80 persons, vast majority of them residents of Alutgama and Beruwela. The police said that the deceased had many cut injuries, though there were no gunshot wounds.

Clashes left seven policemen including an STF sergeant injured. The police commando suffered gunshot injuries.

The police lifted the curfew imposed on Alutgama and Beruwala at 8 a.m. yesterday. It would be re-imposed depending on the situation, they said. A senior police officer said of 47 persons arrested for violating curfew as well as involvement in violence 30 had been remanded pending inquiries, 15 given police bail and two detained for questioning.

Among the arrested were two armed Buddhist monks, the police said. Both had been under the influence of liquor at the time of their arrest on Tuesday night, the police confirmed.

Senior Minister Gunasekera said the actions of some of the extremist elements were essentially terrorist in nature. Referring to a group of activists from Bodu Bala Sena (BBS) storming the Trade and Commerce Ministry in late April this year, Minister Gunasekera said that he couldn't understand why the government had remained silent.

The BBS was even looking for Jathika Bala Sena Secretary, UPFA Mahiyangana Pradeshiya Sabha member, Ven. Watareka Vijitha Thera who, it claimed was hiding in that ministry.

Minister Gunasekera claimed that those supportive of Sri Lanka had come under intense pressure at the last sessions of the Geneva-based United Nations Human Rights Council (UNHRC) to abandon Sri Lanka due to violence perpetrated by extremist elements. The ongoing terror campaign had caused an irreparable setback to post-war national reconciliation efforts and brought the government into disrepute, the minister said.

National Unity Alliance (NUA) leader and UNP Central Provincial Councilor Azath S. Salley yesterday told The Island that Alutgama violence could have been prevented if the police had heeded his plea to prevent a gathering of extremists at Alutgama last Sunday. Unfortunately, the police obviously acting at the behest of the government allowed the gathering leading to unprovoked attacks on the Muslim community. Responding to a query, Salley said that having warned Senior DIG Anura Senanayake in charge of the Western Province to prevent the gathering, the situation was brought to the notice of IGP N. K. Illangakoon on Sunday. Asked whether he identified those planning to gather in Alutgama, Salley released a copy of his letter addressed to the IGP in which he accused the BBS as well as Sihala Ravaya of planning to go on the rampage. Salley warned the IGP that the gathering in Alutgama was nothing but a planned attempt to cause mayhem.

Police headquarters acknowledged the IGP had received a letter from Salley warning of an impending attack.

Authoritative security sources told The Island that there had been several other incidents outside Alutgama and Beruwela during the past 24 hours ending 6.00 am yesterday. Action had been taken to thwart several attempts to incite Sinhalese and Muslims to violence, a police officer said, adding that the police and the armed forces remained on a heightened state of alert to meet any eventuality. Among those incidents were throwing petrol bombs and distribution of inflammatory leaflets in Horana, damaging a Buddha statue in Kotiyakumbura and an arson attack on a shop belonging to a Sinhalese at Darga town by another group of Sinhalese. Sources said that a group persons had thrown burning tyres into a mosque and a house in Horana. The police detained four Muslim youth trying to set some tyres ablaze at Pallimunai. Stones were also thrown at two SLTB buses at Saindamarudhu in the Ampara District, damaging them. The police seized petrol bombs and knives from a Buddhist temple and a Muslim shop in Darga town.

Aluthgama as at 17.06.2014 (9.00am)

Summary

Religious tensions between Sinhala Buddhists and Sri Lankan Muslims flared up in the Muslim majority areas of Aluthgama and Beruwela located within the Kalutara District with Sinhala mobs including Buddhist monks, attacking Muslim homes and businesses. Hospital sources state that there were 8 deaths and 80+ persons injured so far, some with gunshot wounds. The violence reportedly took place after the Sinhala Buddhist Bodu Bala Senawa (BBS) held a rally to protest against an earlier incident on 15.06.2014 (see Background below). Government has been criticized for permitting the rally to take place.  A police curfew has been declared in both areas amidst fears of violence spreading.  Violent incidents have been reported on 15.06.2014, 16.06 2014, and during the early hours of 17.06.14.

Background

On 08.05.2014 a Muslim owned shop was set on fire by a mob led by Buddhist monks in relation to a police investigation into the alleged sexual abuse of a Sinhala 12 year old by the shop owners brother. On 12.06.2014 further tensions broke out in Aluthgama, after reports of a Muslim man allegedly attacking a Buddhist monk and several others. Tear gas was used to control protests. Three were arrested. A vehicle of a minister, Kumara Welgama, who visited the area was also attacked. From 13.05.2014 the police and Special Task Force (STF - counter terror police unit) were deployed in the area with armored vehicles etc.

Request for security by Muslim community leaders

According to newspaper sources a delegation of Muslim organisations met with Western Province DIG Anura Senanayake in Kalutara on 14.05.2014 to hold discussions about security in the area. Police assured the organisations that they would ensure maximum security in the area. Deputy Minister of Investment Promotion Faiszer Mustapha wrote to the Secretary of the Ministry of Law and Order, Maj. Gen. Nanda Mallawararachchi urging him to prevent the Bodu Bala Sena rally from taking place. In a letter to IGP N.K. Illangakoon, the All Ceylon Jamiyyathul Ulama, Muslim Council of Sri Lanka, the Wakf Board of Sri Lanka, the All Ceylon YMMA and the Colombo Masjid Federation said that “extremist organisations” Bodu Bala Sena and Sinhala Ravaya had organised a rally in Aluthgama to protest against an alleged attack on a Buddhist priest in the area last Thursday. “This is a dangerous situation that could develop into a major riot, hence we call upon you to take immediate and decisive action to safeguard the lives and property of Muslims in Aluthgama and surrounding areas,” stated the letter to the IGP, that was also copied to DIG Anura Senanayake yesterday.

Sinhala Buddhist group holds rally

Sinhala Buddhist right wing Extremist group Bodu Bala Sena (BBS – Buddhist Power Force) held a rally in Aluthgama on Sunday 15.06.2014. Its leader and General Secretary Buddhist Monk Galagodaaththe Gnanasara, questioned the heavy police presence in the area. He referred to Muslims in derogatory terms and accused sections of the Government of being in collaboration with the Muslim Community. He stated in Sinhala that “They keep calling us racist and religious extremists. Yes, we are racists”. The crowd  had cheered him on. He then stated that “This country still has a Sinhalese Police, this country still has a Sinhalese police and a Sinhala army. It will be the end of all [Muslims] if a Muslim lays even a finger on a Sinhalesehe said. He also added that it has come to the point where he also has to question the intelligence of President Rajapaksa in allowing such minority communities to flourish. The crowd continues to cheer him on  (video - http://www.youtube.com/watch?v=RiHEYxOyrfc)

Beginning of clash

By late afternoon 15.06.2014 the Bodu Bala Sena proceeded to the Muslim majority area of Dharga Town in Alutgama in vehicle convoy. In the area pelted stones at the convoy, triggering clashes. Several people were injured. Note that it is unclear as to who started the clash but the violence continued even after a police curfew was declared with information to indicate that Muslim owned shops and houses had been torched. Information also indicates that the attackers were armed with sticks and knives and cans of petrol. There are also questions raised as to why the convoy was permitted to drive through a densely populated Muslim area when ethnic tensions were at a fever pitch.

Police Curfew declared to control situation

From 6.45PM 15.06.2014 the police declared a curfew in the Kalutara District towns of Aluthgama and Beruwela. This curfew was declared due to continuing clashes sparked by the earlier incident. Around 1200 police personnel and including 400 Special Task Force were brought in from different parts of the region to control the situation. The curfew was to be in place till further notice according to the Police Media Spokesman.

Violence continues and mobs disregard the curfew

Over 10 shops in the Muslim majority Dharga town area in Aluthgama were torched with police and Special Task Force personnel firing tear gas and rubber bullets to disperse the mobs to no avail. Houses in the Kotapitiya, Meeri Penna and Adhikarigoda areas in Aluthgama were also set on fire with Muslim residents fleeing their homes to take sanctuary in several mosques in Dharga town. It is confirmed that several buildings have been torched through video footage and pictures obtained by the media in the area. Ground reporters also described seeing heavy clashes. Telephone lines in Aluthgama were reportedly disconnected whilst rail and road services were also disrupted. Meanwhile footage showed armed personnel carriers and newly-imported water cannons being brought to the Aluthgama area.

Violence continues and starts to spread to other areas

Despite the curfew, Muslim families gathered at the Dharga town Marikkar Street Mosque and several other mosques in the area as homes came under attack by violent mobs who continued to move around ignoring the curfew. In fact shops had come under attack in the Beruwala area at 9 PM on 15.06.2014 in spite of the police curfew according to sources in the area. Ground reports indicated that crowds of people were on the march again in Aluthgama at 9PM, 15.06.2014 with police warning Muslim residents to stay indoors. Fixed line telephones in several areas of Aluthgama also went dead late night on 15.06.2014. In a seemingly related incident Harcourts Pharmacy in Dehiwala, Colombo was attacked close to midnight. CCTV evidence indicates that 3-4 young men with their faces concealed entered the premises, broke the glass counters and threw an incendiary device and left..

Daily FT reported that Police fired tear gas on 16.06.14 night to disperse 300-strong crowds in Welipanna late last night. Journalist Dinouk Colombage reported police confirming a mosque being set on fire in addition several shops and houses being attacked in Welipenna by mobs before the army intervened to disperse the mobs late night of 16.06.14. He also reported that a Muslim-owned garment factory was burnt down in Aluthgama last night. Colombage confirmed that one individual was killed last night in Welipenna and the overall death toll from the violence has risen to 8 people, quoting hospital sources. The tensions that prevailed on the night of 16.06.2014 resulted in two lorries taking supplies to those affected being turned back and requested to return in the morning.

Reactions and responses

The Sri Lankan President Mahinda Rajapakse and Defense Secretary Gotabhaya Rajapakse are currently not in the country. President Mahinda Rajapaksa, who is in Bolivia attending the G77 summit, called for restraint via his twitter account and said those who are responsible for the violence would be held accountable. Sri Lanka Muslim Congress and other Muslim organisations expressed concern, and called on the Muslim community to remain peaceful. Bodu Bala Sena says the organization was protesting peacefully when they came under attack. BBS spokesman Dilantha Vitanage told Reuters that the incident was “unfortunate” and should not have happened. “There are damages and casualties to both the parties”.  Meanwhile NewsFirst Reports that approximately 80 people have been injured in the clashes with at least seven people with gunshot injuries. BBC Sinhala Service has published a video that captures the situation in Aluthgama. Curfew has been temporarily lifted from 8am to 12 noon today 17.06.14 from Aluthgama to Beruwala. Reports from human rights activists indicate that there are also some efforts under way to arrange for diplomats from Muslim-majority/OIC countries to accompany Muslim politicians on a visit to Aluthgama on 17.06.14 (to provide protection). Police spokesman confirmed on 16.06.14 night that no arrests have been made so far in connection with the violence. Civil society has called to ban the BBS. Calls have been made to ensure safe delivery of relief supplies and recovery assistance to those affected.

MCSL request to investigate and Ban BBS

Latest

19th June 2014

His Excellency Mahinda Rajapaksha

President

Democratic Socialist Republic of Sri Lanka

Presidential Secretariat

Galle Face,

Colombo 1

Your Excellency,

The Muslim Council of Sri Lanka calls upon your Excellency to immediately investigate the actions ofall extremist groups and ban those who have been carryout a campaign of hate, intimidation and violence against Muslims, Christians and other religious minorities. The incitement and provocations have been well documented and are available in the public realm. The consequences as witnessed in Aluthgama and Beruwela this week, but also during periodic flare-ups in several other places, have been dire. Appeals made to the police and other authorities by several Muslim groups and the Muslim politicians to stop the rally in Alutgama that preceded the attack was not heeded. We feel that it is necessary and urgent that the climate of impunity with which these groups have been permitted to act thus far is challenged. We urge decisive action by your Excellency’s Government to restore and uphold the rule of law in this country. It is necessary that a culture of respect for ethnic and religious tolerance-- a part of this country’s rich and ancient heritage --is endorsed and encouraged at the highest levels. Five years after the end of the war as this country attempts to strengthen peace, democracy and development under your leadership, this violence and hate threatens to undermine the stability that serves as the foundation for the progress of Sri Lanka.

The BLACK June 2014 for Muslims in Aluthgama and Beruwela reminds us of the black July of 1983, where thousands of Tamils lost lives, livelihood and their properties. The recent incidents have heightened fears that the violence will spread and that Muslims in other areas will come under attack, resulting in deaths and injuries, the destruction of businesses and homes, and the mass flight of Muslims from their homes and communities.Immediately after the pogrom in Aluthgama, extremists had organized a rally in Mawanella on the 18th withprovocative messages on leaflets. It was with a court order that the rally was stopped. On the 17th, a rally was organized in Badulla which led to damages to two shops. Organizing these rallies during the troubled times shows the intention of the extremists. There has been a strategic build up to this violence during the last two years by the Bodu Bala Sena, the Sihala Ravaya and the Ravana Balakaya. Your Excellency, the violence in Aluthgama and Beruwela is not something that happened spontaneously, but was a well planned and coordinated assault to attack the Muslim community and their economic base.

Extremists continue to inflame and incite violence against the Muslims and other religious minorities, and this must be stopped. It is important that, under your Excellency’s able leadership, Sri Lanka will not repeat the same mistakes of July 1983. This country cannot continue to witness private feuds being turned in to racial violence. Therefore we urge you to commence an investigation into these groups’ activities, including into the hate speech, inciting violence and direct involvement in violence, and ensure that they function within the law of this country.  We also urge your Excellency to ban any group that continues with hate campaigns and inciting violence.

The Muslim community are committed citizens of this country and your Excellency’s decisive and immediate action at this juncture will reinforce their faith in your Excellency’s resolve to ensure that all communities will be treated as equal citizens of this, our blessed nation.

Thanking you for your kind consideration.

Yours sincerely

N M Ameen Asker Khan

President  Secretary
